FMCSA Final Rule:
Harmonizing Schedule I Drug Requirements
The Federal Motor Carrier Safety Administration (FMCSA) recently amended the physical qualifications for drivers and the instructions for the medical examination report to clarify that drivers may not use Schedule I drugs and be qualified to drive commercial motor vehicles (CMVs) under any circumstances. The rule harmonizes FMCSA's provisions regarding pre-employment and return-to-duty test refusals with corresponding Department of Transportation (DOT)-wide provisions.

FCC Guidelines for 12.5 kHz Radio Spectrum
On January 1, 2013, all public safety and business industrial land mobile radio systems operating in the 150-512 MHz radio bands must cease operating using 25 kHz efficiency technology, and begin operating using at least 12.5 kHz efficiency technology. After January 1, 2013, licensees not operating at 12.5 kHz efficiency will be in violation of the Commission's rules and could be subject to FCC enforcement action, which may include admonishment, monetary fines, or loss of license.

Safety, safety and more safety related topics and products. To me, a first time attendee and speaker at this year's Transportation Research Board's 91st Annual Meeting held a few weeks ago in Washington DC, safety was my takeaway impression of this massive 5-day event. From various approaches: including transportation planning, infrastructure engineering, academic studies, federal agencies, transportation practitioners and related product sales organizations, 650 sessions were presented to a staggering attendee list of over 11,000 participants. Many of these sessions highlighted safety initiatives. The theme of transportation safety I witnessed at the TRB event was also echoed in the results of Integrity Group's recently conducted survey to you, the readers of the Bus Report.

During 2012, the Bus Report staff will continue to search all industry sources to uncover more information on the hottest topic you want to continue learning more about -- Safety. Thank you for joining us in our eighth year of publication and service to the shuttle bus transportation industry. As always we welcome your feedback to this edition of the Bus Report.

New Medical Certification Requirements for
CDL Holders
Starting January 30, 2012 and no later than January 30, 2014, all CDL holders must provide information to their SDLA regarding the type of commercial motor vehicle operation they drive in or expect to drive in with their CDL. Drivers operating in certain types of commerce will be required to submit a current medical examiner's certificate to their SDLA to obtain a "certified" medical status as part of their driving record. CDL holders required to have a "certified" medical status who fail to provide and keep up-to-date their medical examiner's certificate with their SDLA will become "not-certified" and they may lose their CDL. Cummins Unveils Enhanced Heavy Duty Engine

Cummins Inc. unveiled plans for its ISX12 heavy-duty engine with significant fuel economy improvements for regional haul, vocational and specialty applications. The ISX12 leverages the strength and performance of its predecessor, the ISX11.9, to deliver fuel economy improvements of up to 5% in regional haul applications and by as much as 12% in vocational applications. The ISX12 is a step above the previous model in this power range and realizes improved product characteristics through optimized calibrations. The ISX12 will be in full production in March 2012.

The Motorcoach Marketing Council joins Smart Move, a joint long-term industry campaign promoting a greater use of collective passenger transportation by bus and coach worldwide. The Smart Move campaign is endorsed by 86 committed partners around the world, and will now include the U.S.-based Motorcoach Marketing Council; thousands of bus/coach operators; several international industry organizations such as the American Bus Association, Global Passenger Network, and United Motorcoach Association; vehicle manufacturers; media partners; and individual supporters, all advocating the objectives of and sharing the values of the campaign.

Goodyear Tire & Rubber Co. has expanded its portfolio of Dunlop brand truck tires with the new Dunlop SP348, an all-position steer tire for regional fleet, bus, and pickup and delivery applications. Features include a deep tread, which helps provide more miles to removal; a rugged casing design; enhanced shoulder rib for improved scrub resistance and protection against curbing abrasions; and stone ejectors in grooves, which help provide cut- and puncture-resistance for longer casing life. The Dunlop SP348 currently is available in seven sizes.

The I-Skin

Undaunted, researchers and manufacturers are determined to develop a seat that can not only survive the ravages of time, temperature and UV rays but also withstand the savagery of the most destructive third-grader. Brandon Billingsley, president of Heavy Duty Bus Parts, spent more than five years working on technology that could provide the "giant leap for mankind" evidently needed by transportation directors.

The I-skin is an integrally bonded foam seat that Billingsley says is more economical, durable, safer and child-resistant alternative to its conventional vinyl-over-foam second cousin because the vinyl and foam have a closer relationship. The manufacturing process creates a vinyl skin that is bonded to the softer foam inner core. Billingsley worked with Las Vegas-based Universal Urethane to develop a process, whereby the vinyl is bonded to the foam to form a seat that is lightweight, more impact-resistant and more fire retardant and that takes up less space. According the Billingsley, the I-skin is nonflammable by nature, because you can add flame-proof characteristics to the compound. Also he claims the I-skin can't be cut because when it's punctured, it seals back up, and for a redundancy, the foam is not flammable because it's all bonded.
